The product presents a serious risk of fire as it is insufficiently earthed. The fuse has no granular filler and therefore would provide no protection under fault conditions such as a short circuit or an overload. The plug could therefore explode from the wall causing a fire. The metal parts of the luminaire were also separated from live parts with only basic insulation. Under fault conditions, accessible metal parts could become live and give the user an electric shock.
