Product Regulation and Metrology Act 2025

The Act provides powers to modernise UK product regulation, respond to emerging risks and make provision concerning products marketed through online marketplaces.

Current status:

The legislation received Royal Assent on 21 July 2025. Many practical requirements depend on regulations made using the Act’s powers, so businesses should check the current official guidance for implementation details.

What the framework enables

The Act allows the UK to update product rules in response to risk, technology and changing routes to market. Its scope includes provisions about product characteristics, marketing and use, information about risk, monitoring, complaints, records and cooperation with relevant authorities.

Why online marketplaces matter

Online listings can change quickly, cross borders and reappear under new sellers or identifiers. The Act creates a framework through which the responsibilities of online marketplaces and other actors can be clarified in secondary legislation.

How FOLO-UP supports the landscape

  • For the public: connect an official record to the product encountered online.
  • For regulators: preserve seller, listing and re-listing evidence over time.
  • For responsible businesses: surface traceable signals and practical compliance signposts.

UK and EU routes

UK businesses exporting to the EU or placing products on the Northern Ireland market may also need to consider EU rules, including the General Product Safety Regulation. The applicable route depends on the product, supply chain and market.
