The product presents a high risk of electric shock as it failed the electric strength test. The insulation broke down when the 3000 V test voltage was applied between the input and the output. The flash over occurred between the capacitor and the transformer. If the product became live, the user would receive an electric shock when trying to remove the product from the charger. The instructions were considered to be inadequate as they did not contain sufficient information to ensure the correct and safe use of the equipment and some of the required documentation and markings were not present.
